Water tank cleaning UAE bookings should begin with checks of the contractor’s credentials, written scope, shutdown arrangements and completion records. Based on UAE conditions, rooftop and ground tanks are exposed to fine dust and sand around covers and vents, high summer heat, and periods of low water use when residents travel.

This guide is for villa owners, villa tenants, apartment residents, landlords and building managers across all seven emirates. It sets out seven checks to complete before booking, a quote comparison table and a copyable enquiry. CleanLivingUAE is an independent information site. It does not clean tanks, test water or hold any municipal approval.

Seven checks before booking water tank cleaning in the UAE

What Does Water Tank Cleaning Include?

"Tank cleaning" can describe anything from a quick rinse to a documented clean, disinfection and laboratory test. Separating the components makes quotes easier to compare.

Physical cleaning: draining the tank and removing sediment, sludge, scale, algae and debris from the floor and walls.
Disinfection: a separate step in which an approved disinfectant is applied at a controlled concentration and contact time, followed by rinsing. Removing visible dirt does not, on its own, disinfect a tank.
Inspection: checking the cover, vents, insect screens, overflow, joints and seals for gaps that allow dust, insects or rainwater in.
Repair: replacing a cracked cover, failed gasket or faulty float valve, usually quoted separately.
Pipeline cleaning and disinfection: treating the pipework from the tanks to taps and showers. Dubai Municipality’s Legionella control guideline (section 21-2) describes this as a separate procedure from tank disinfection.
Water testing: sampling and laboratory analysis, which is not part of the cleaning itself. Laboratory testing assesses the sampled water for the parameters tested; it does not guarantee ongoing water quality.

Poor stored-water quality is commonly associated with damaged covers, stagnant water, settled sludge and warm storage temperatures. All of these appear among the growth factors listed in Dubai Municipality’s unbottled drinking water guideline (section 8-3).

This guide covers domestic drinking water storage tanks only. Septic and sewage tanks, swimming pools, water dispensers and industrial process tanks follow different methods and rules.

7 Essential Checks Before Booking Water Tank Cleaning in the UAE

1. Verify the contractor’s licence, approval and insurance

A trade licence, a training certificate and a municipal approval are different documents. Only an approval, where one applies, shows that a company is permitted to clean drinking water tanks in that emirate.

In Dubai, the unbottled drinking water guideline (section 5-3) states that a water tank cleaning company must be approved by Dubai Municipality and follow its approved methods. In Abu Dhabi, the Department of Energy’s Guide to Water Supply Regulations 2024 (section 3.5.1) refers to a separate Code of Practice for the Inspection and Cleaning of Customer Water Storage Tanks. In Sharjah, Ajman, Ras Al Khaimah, Fujairah and Umm Al Quwain, requirements should be confirmed with the local municipality or water authority rather than assumed from another emirate.

What to ask: Which approval does the company hold for water tank cleaning and disinfection in this emirate, and is it current?
Evidence to request: a trade licence listing the relevant activity, current approval documents where applicable, public liability insurance, and confined-space training records for workers who enter tanks.
Warning sign: only a trade licence is offered, the approval belongs to a different emirate, or "municipality approved" is claimed without a document.

2. Confirm each tank’s capacity, material, location, access and condition

Many UAE villas have both a ground tank and a roof tank. Larger buildings may have several compartments or basement tanks, where underground water tank cleaning usually involves restricted access. Every connected tank should be listed, because cleaning one while leaving a connected tank untreated limits the benefit.

Common materials include glass-reinforced plastic (GRP or fibreglass) panel tanks, moulded polyethylene tanks and reinforced concrete tanks. Material affects which cleaning tools and products are suitable.

What to ask: Will the contractor survey the tanks before confirming the price, and how is each tank accessed?
Evidence to request: a site survey note or written tank list showing location, approximate capacity, material and access route. Residents should not climb onto roofs or open, lean into or enter tanks to gather this information.
Warning sign: the contractor cannot explain which tank sizes, quantities and access conditions the advertised price covers.

3. Get the complete written cleaning and disinfection scope

A written scope should cover sediment removal, the cleaning method, the disinfectant used, rinsing, cleaning of covers, vents and screens, and refilling.

What to ask: Is disinfection a separate step, which disinfectant is used, and is it suitable for drinking water contact and this tank material? Is pipeline flushing or disinfection included, or priced separately?
Evidence to request: a written method statement or itemised scope attached to the quotation, with the disinfectant product named.
Warning sign: the scope is described only as "pressure washing". Pressure washing may remove deposits, but it is not proof of disinfection.

4. Ask how the work will be carried out safely

Tank cleaning can involve working at height, confined spaces and concentrated chemicals. Dubai Municipality guidance requires cleaning companies to hold training certificates for confined-space work (section 5-3). The Legionella control guideline (section 21) calls for warning signs in water-use areas while disinfection is in progress.

What to ask: How will the supply be isolated, how will occupants be protected, who supervises confined-space entry, and how will open hatches and chemicals be secured?
Evidence to request: a short safety plan or risk assessment, and confirmation of confined-space competence where entry is required.
Warning sign: no explanation of how tank entry will be managed, or a suggestion that residents handle any part of the disinfection. Dosing and chemical handling should remain with trained personnel.

5. Confirm the shutdown, draining, refilling and return-to-service plan

Shutdown time depends on tank size, condition, access, refill rate and any testing requirement, so no standard figure applies. In Abu Dhabi, the Department of Energy guide (section 4.11.8) states that the Responsible Person should give all customers in the premises at least 48 hours’ written notice before maintenance that may interrupt the supply. Dubai’s Legionella control guideline lists notifying occupants as part of preparation for cleaning and disinfection.

What to ask: How long will water be unavailable, when will notices go out, what should residents avoid during and after the work, and who confirms the water can be used again?
Evidence to request: a written timeline, a draft resident notice and a named person responsible for authorising return to service.
Warning sign: a guarantee of same-day drinking water with no reference to rinsing, checks or the property’s testing requirements.

6. Request the completion report and an appropriate testing plan

Dubai Municipality guidance requires cleaning companies to prepare reports covering the chemicals used and the cleaning and disinfection method. It also requires buildings in scope to keep tank cleaning reports and laboratory results (section 9-5).

A completion report should include the date, each tank treated, findings, methods and products used, defects noted, follow-up actions, and before and after photos. A contractor’s completion certificate is not the same as an accredited laboratory report or an authority-issued certificate.

Sampling timing is not described the same way in every document. In Dubai, the unbottled drinking water guideline (section 9-2) refers to sampling a week after routine cleaning and disinfection. The Legionella control guideline (section 21-1) describes sending a tank sample to an accredited laboratory at least 48 hours after refilling. The contractor and the accredited laboratory should confirm which schedule applies to the property. In Abu Dhabi, the Department of Energy guide (section 4.3.4) states that water left unused in a tank for more than four days should be inspected and tested before use.

Clear water, a normal smell or taste, and a low TDS reading do not establish microbiological safety.

What to ask: What will the completion report contain, is laboratory testing included, and which laboratory and accreditation will be used?
Evidence to request: a sample completion report and, where testing is included, the laboratory’s name and accreditation details.
Warning sign: a one-line certificate with no tank details, or a "test result" from a handheld meter rather than an accredited laboratory.

7. Compare the total quotation and aftercare terms

A complete quotation should state:

  • the number and size of tanks, and access conditions
  • repairs, testing and pipeline work
  • water or refill charges, and travel or call-out fees
  • VAT and exclusions
  • cancellation terms, and the repeat-visit policy if a problem is found

What to ask: What exactly is excluded, and what happens if sediment or damage is worse than expected?
Evidence to request: an itemised written quotation with validity date, VAT status and stated exclusions.
Warning sign: a low price that excludes disinfection, testing or refill water. A higher price is not a guarantee of quality either.

How Much Does Water Tank Cleaning Cost in the UAE?

A UAE-wide average for water tank cleaning cost was not verified for this guide. Advertised figures are usually starting prices for a defined tank size. An itemised quotation based on the tanks, access and work required is the reliable comparison point. The main price drivers are:

  • number of tanks and total capacity
  • tank location (roof, ground or basement) and ease of access
  • tank material and condition, including the amount of sediment
  • whether disinfection, pipeline work and laboratory testing are included
  • repairs to covers, vents, seals or float valves
  • water used for rinsing and refilling
  • travel, call-out and out-of-hours charges, and VAT

Two quotations for "full cleaning" may cover very different work, so each contractor should price the same written scope.

How Often Should Tanks Be Cleaned, and Who Arranges It?

Dubai

The unbottled drinking water guideline (section 8-3) covers buildings in its scope, which includes residential buildings. For these, water tanks should be emptied, cleaned and disinfected at least twice a year. Covers should be kept intact, and tanks should be inspected internally at least monthly.

The Legionella control guideline (sections 12-1 and 21) repeats the twice-yearly requirement. It also lists situations needing extra disinfection, such as long periods without use, contamination found at inspection, major maintenance and adverse sampling results. Water tank cleaning in Dubai for a private villa may be arranged differently, so owners can confirm with Dubai Municipality how these requirements apply.

Abu Dhabi

The Department of Energy guide states that the Responsible Person must ensure tanks are inspected and maintained according to the guide and the Code of Practice for the Inspection and Cleaning of Customer Water Storage Tanks, which sets the cleaning frequency. Under section 4.11.2, above-ground tanks under 5,000 litres should be visually inspected at least once a year. The current code should be checked before relying on any schedule for water tank cleaning in Abu Dhabi.

Other emirates

Residents of Sharjah, Ajman, Ras Al Khaimah, Fujairah and Umm Al Quwain should confirm current requirements with the relevant municipality or water and electricity authority.

Practical pathways

Apartment tenants: shared tanks are normally managed by the building owner or its management company. Tenants can ask building management for the last cleaning date and recent test results, and report concerns in writing.
Villa tenants: responsibility depends on the tenancy contract. Agreeing in writing who books and pays for villa water tank cleaning avoids disputes.
Villa owners: the owner generally arranges cleaning, keeps records and responds to any authority instructions.
Building managers: a water safety plan, a maintenance contract with a suitably approved contractor, and organised cleaning and laboratory records support both residents and inspections.

Does a Water Filter Replace Tank Cleaning?

No. Filtration and tank hygiene address different tasks. Utility water in the UAE is treated before supply. Once it enters a property, it can sit in storage tanks, warm up and lose some of its disinfectant residual, which is why storage tank hygiene matters.

A filter treats water where it is fitted. It does not remove sediment or biofilm inside a tank, and filters themselves need regular maintenance.

For filtration decisions, see whole house water filters for UAE villas and water filter options for UAE homes. For what a TDS reading can and cannot show, see the guide to TDS meters and tap water testing.

Frequently Asked Questions

How often should a water tank be cleaned in the UAE?
It depends on the emirate and property. Dubai Municipality guidance for buildings in scope calls for cleaning and disinfection at least twice a year. Other emirates should be checked with the local authority.

How much does water tank cleaning cost?
A UAE-wide average was not verified for this guide. Request an itemised quotation based on the tanks, access and work required.

How can a contractor’s relevant approval be checked?
Ask for the current approval document for drinking water tank cleaning in the relevant emirate, and confirm it with the issuing authority if in doubt.

Who arranges cleaning for an apartment’s shared tank?
Building management or the building owner normally arranges it. Tenants can request records through the management contact.

How long will the water be switched off?
It varies with tank size, condition, access, refill rate and testing needs. Ask for a written, site-specific timeline.

Does cleaning include pipeline disinfection?
Not automatically. Pipeline flushing or disinfection is often a separate item and should be confirmed in the quotation.

Is a water test included after cleaning?
Not always. Ask whether testing is included, which accredited laboratory will analyse samples, and when sampling will take place.

Can water be used immediately after cleaning?
This depends on rinsing, checks and the property’s testing requirements. The person authorised to approve return to service should confirm when water can be used.

Can a TDS meter confirm that the tank water is safe?
No. A TDS meter measures dissolved solids only. It cannot detect bacteria.

Can a water filter replace tank cleaning?
No. A filter treats water where it is installed, while tank cleaning addresses sediment and hygiene inside the storage tank.
